NEWS RELEASE For Immediate Release 2006PSSG0032-000756 June 8, 2006 Ministry of Public Safety and Solicitor General BAIT CARS TAKE ANOTHER BITE OUT OF AUTO CRIME – British Columbia’s innovative bait car program continues to exceed expectations with auto crime dropping across the province yet again, making B.C.. “There has been a 10 per cent drop in the Lower Mainland and a seven per cent drop provincewide.” The new numbers build on the early success of the program.. Expansion of the bait car program in the spring of 2004 resulted in a five per cent drop in the Lower Mainland and across B.C.. When the program was introduced on Vancouver Island, auto crime fell by 42 per cent in Victoria and 33 per cent in Nanaimo within six months.. The bait car program was also launched in the Okanagan in 2005.. The bait car program is run by the Integrated Municipal Provincial Auto Crime Team, funded by government, and is also supported by a significant advertising campaign through ICBC.

The Bait Car Program is up and running in Penticton.. Corporal Rick Dellebuur says that just having the program is a deterrent.. He says that vehicle theft is down 40% in Kelowna since it started the program about six months ago, and he expects the results will be the same for Penticton.. “All indications are that wherever the program is, car theft rates have gone down, ” says Dellebuur.. Dellebuur cannot say exactly how many vehicles are part of the program, but he did say there is a wide variety.

| Bait Car Program Vancouver Police Bait Car Program 2004-05-25 Auto Theft in the City of Vancouver has reduced.. One of the initiatives that we credit with that reduction is the Bait Car Program.. The Vancouver Police Bait Car Program was launched in September of 2002.. The Bait Car program is a partnership between the Vancouver Police Department, (VPD) the, (ICBC) and (ECOMM).. ICBC provided initial, as well as ongoing funding to enable the Bait Car Program to get up and running, as well as to continue on.. ICBC also manages the advertising campaigns, an integral part of the entire program.. The Bait Car Program is about deterrence as well as prosecution, and letting the criminal know that they will be arrested gives them something to think about prior to any theft.. The program works the following way: Bait Cars are deployed in previously identified target areas.. Bait Car Program is also assisted by volunteers.. As a result of the successes we have had, the program has been expanded throughout the Lower Mainland of British Columbia.

On Thursday, the Coquitlam RCMP officially launched the program they hope will reduce auto crime in Coquitlam and Port Coquitlam.. In response to those numbers, Solicitor General Rich Coleman announced the expansion of the bait-car program earlier this year to 16 RCMP jurisdictions, from West Vancouver to Chilliwack, including Port Moody.. The provincial government has chipped in $800, 000 to IMPACT (the RCMP's Integrated Municipal Provincial Auto Crime Team) to run the program, while ICBC provides the cars and the installation of the high-tech equipment at about $8, 000 per vehicle.. Policing Association introduced the program as a pilot project in Vancouver in 2002.. In Missouri, Minn., where the bait car program originated, auto crime dropped 40 per cent between 1997 and 1999.

The bait car program was launched in April of this year, from Chilliwack to West Vancouver.. RCMP Integrated Auto Crime Team (IMPACT) statistics show that auto theft decreased by 13 per cent overall from April to June 2004 (the first three months of the program), compared to the same period in 2003.. Tim Shields, an RCMP media relations officer and bait-car program co-ordinator, said there are three major reasons for the overall decline - the bait car program itself, increased police enforcement initiatives such as Operation Hot Wheels Two in Surrey and increased public awareness and prevention.
