E-mail: spam, service or crime?

If one e-mail is send without be asked can be spam, service or crime. If is send one time for a possible interested can be service or crime. If is send one time and have a easy facility to suspend more from this category, like the possibility of answer with "REM" or "REMOVE" can be tolerated for the first time. But if I received the same e-mail from the same subject many times every day is a crime. Steal my time and the time of billions of persons. Only a blind justice don't see; only a stupid justice make the first condemned in 2004 after billions of damages every Year.

VIRUS, SPAM, CRIMES ON LINE, BILL GATES and OLD JUSTICE (sounding and provocation)  

One more time a virus of astronomical damages, one more time the author was imprisoned and rank in freedom without repair the victims. Is this justice? Or stupidity?  Or dull old justice? The author of the virus Sasser,  (that he had ruined millions of PCs in the whole world and caused astronomical damages), was imprisoned in Germany and rank in freedom after having confessed, without the minimum reparation to the victims. 

The most elementary principle justice must be:  WHO MAKES DAMAGES HAD TO REPAIR THE VICTIMS IN THE MEASURE OF THE POSSIBLE. This principle is better than old treated of old justice. 

The minister of the Justice of the Philippines was excused of one another author of a virus to have been rank in freedom saying that legislation for these new crimes did not exist.  I think this minister is not intelligent. But my revolt increases when this happens in a country that I consider intelligent and civil as Germany, (Waffensen, close to Rotenburg). 

I invite for a campaign that goal in ridicule this justice and educates for the best use of the Internet.  I invite volunteers for a campaign for a better Web by divulgation "on line" of  this sounding provocation:  Bill Gates offered 250,000 USS to capture the author of the virus. Stupid  old justice rank in freedom after was captured.  Can be better if Bill Gates offered this money for: 

1. A university of judges with a minimum of good sense and judgment, (not so stupid like the minister of justice from Philipins and … from Germany),  who learn to make one better justice, more adapted to the now and future times that more in account has the social interest and the joust repair of the victims. 

2,  Premiums the intellectuals, artists and journalists whom they educate for ethics of global connivance. 

3, Arrest-school-work for authors of virus and judges who place them in freedom without repair the victims.  Authors of virus or other damages,  responsible and irresponsible of stupidity, (the one that calls "justice"), that places them in freedom must be condemned to make social services to repair the victims and to repair the social damages.
